DevTech is currently managing USAID/Indonesia’s Economic Growth Support Activity (EGSA). EGSA has three objectives: i) enabling evidence-based decision making through ongoing analysis that links together the United State Government’s Indo-Pacific Strategy (IPS), Journey to Self-Reliance (J2SR), and Government of Indonesia (GOI) priorities (CDCS); (ii) improving Government of Indonesia (GOI technical capacity in tax collection, public expenditure, and financial accountability; and (iii) improving the business enabling environment for foreign and domestic business entities.
The Consultant will collaborate with Senior Consumer Protection Expert to support the Ministry of Development Planning (Bappenas) by investigating business actors’ perspective on consumer protection policies, factors affecting compliance to those policies, and formulating policy recommendations to encourage business actors to internalize consumer protection principles to their operation. The study and policy recommendations will inform Bappenas in preparing the National Strategy for Consumer Protection.
Expert and updated knowledge of consumer protection practices and policies in Indonesia.
Previous experience in research, policy formulation, or application of consumer protection policies in Indonesia.
Excellent communication and report writing ability (as demonstrated by sample writing submitted with the application).
Fluency in Bahasa Indonesia and English (speaking and writing)
The Consultant will support the Senior Consumer Protection Expert to carry out the following tasks:
Conduct a literature review on international and Indonesian experiences on business actors’ compliance with consumer protection policies and their level of understanding of those policies.
Conduct data collection on business actor’s understanding and compliance of consumer protection policies in Indonesia. This includes analysis on the views of business actors and consumers (through surveys/interviews and literature studies) regarding aspects of consumer protection in the digital era, especially with the rise of e-commerce and the sharing economy.
Prepare and implement focus group discussions (FGDs), national workshop and private sector stakeholder consultations with logistical support from EGSA team.
Prepare key indicators and criteria for monitoring the level of compliance by business actors.
Prepare final report and policy recommendations on strategies to encourage the internalization of consumer protection policies by business actors as well as criteria and indicators for monitoring compliance by business actors.
University degree in economics, management, psychology, public policy or related disciplines
A minimum of 7 years (10 years for bachelor) of experience working in areas related to consumer protection, economic growth and trade competitiveness, including conducting economic research and analysis, policy formulation, application of economic principles in the areas of consumer protection policy.
Prior work experiences with the GOI agencies related to consumer protection policy or in similar capacity are preferred.
Experience in conducting surveys (primary data collection) is preferred.
Ability to work independently, with flexibility and deliver results under time pressure.
Ability to work as a part of a team and with minimum supervision.

Monthly short progress reports that describe activity progress.
All deliverables must be prepared in USAID reporting format and must be acceptable by EGSA and USAID.
The Consultant will submit his/her invoice monthly along with output produced and monthly progress report as attachments to the invoice. The invoice, output and progress report will be reviewed and accepted by EGSA BEE Expert.
The Mid-Level Consumer Protection Expert will provide services for up to 60 days of level of effort (LOE) from July – October 2021.
