Since the first case of COVID-19 was discovered in Indonesia and officially announced by the President of the Republic of Indonesia H.E. Joko Widodo on March 2nd, 2020 and followed by the declaration from the World Health Organisation (WHO) on March 11th, 2020 that the outbreak of COVID-19 is a pandemic, everything has changed includes the daily life and routines of people which commonly called as a “new normal”. The risk to be infected with COVID-19 will be far greater for groups of people in specific situation and difficult to practice proper social (physical) distancing due to their condition. Those who are in drugs rehabilitation centers is a high-risk example for the spread of this virus. Aside from that, drugs usersparticularly injecting drugs users which often have other somatic condition like HIV/AIDS, hepatitis B and/or C, tuberculosis, lungs or cardiovascular diseases like stroke. That will affect their immunity condition.

Those conditions bring particular concern for staff and management of drugs rehabilitation centers. The concern includes the procedures on how to prevent virus spread in the rehabilitation center; and the protocols that should be followed by the management and all residents. In March 2020, UNODC in collaboration with the Ministry of Social Affairs, National Narcotics Board and Ministry of Health, also with the support from civil societies took initiative to develop the Guideline for Drug Treatment during COVID-19 Pandemic. After months of development, the guideline was officially launched by the Minister of Social Affairs, the Chief of National Narcotics Board, and the UNODC Country Manager for Indonesia. Moreover, the guideline also has been disseminated and distributed to more than 100 drug treatment centres in all over Indonesia. After a year, UNODC sees the important of conducting a study on the Implementation of Guideline for Drug Treatment during COVID-19 Pandemic in Indonesia in collaboration with the Ministry of Social Affairs to explore the feasibility, fidelity and effectiveness of this guideline. With this study also will provide the recommendation whether to revise or redevelop as the second edition of the Guideline for Drug Treatment during COVID-19 Pandemic.




Duties and Responsibilities


Scope of Work
Under the direct supervision of the National Programme Officer and the overall supervision of the
Country Manager of Indonesia, the consultant will:
  • Develop the research proposal and protocol;
  • Rapid assessment on selected Drug Treatment Centres as samples;
  • Obtain local ethics approval;
  • Ensure data collection of quantitative and qualitative research in line with research protocol and data submission in timely manner to UNODC;
  • Provide overall guidance and supervision for this study implementation in Indonesia in consultation and collaboration with UNODC and the relevant national authority (Ministry of Social Affairs);
  • Develop draft and final study report;
  • Conduct a national dissemination to relevant stakeholders which is going to be organised by UNODC



Competencies


Competencies and special skills requirement:
  • Ability to write any scientific article and proposal;

  • Ability to develop a guideline or module;

  • Strong motivation and good team player;

  • Demonstrated ability to work in harmony with person of different ethnicity and cultural background;

  • Strong reporting, communication and interpersonal skills;

  • Ability to work under pressure and handle multi-tasking situations; and

  • Proficient in English and Bahasa languages, spoken and written.



  • Required Skills and Experience


    Academic Qualifications:
    • Master degree in Medicine or Public Health, or Social/Health/Epidemiology related issues (Doctoral would be an advantage)
    Working Experience:
    • Minimum 8 years of relevant research experience in the field of health, substance and behavioural addiction, drug treatment related services or mental health;
    • Proven experience in developing and implementing research protocols and ability to conduct qualitative/quantitative research specific in the issue of COVID-19 with its impact to Mental Health and Addiction;
    • Proven experience in publishing scientific publications related to Drug/Substance Use Problems/Addiction, or other issues related to impact of COVID-19 to Drug Treatment Services or People with Drug Use Problems; and
    • Strong experiences in working with key population (people with substance use problems or HIV).
